3/25/2014- Centers for Medicare & Medicaid Services
As we announced a few weeks ago, the Centers for Medicare & Medicaid Services (CMS) will work with Text4baby founding partners, Voxiva and the National Healthy Mothers, Healthy Babies Coalition (HMHB) and Medicaid agencies in California, Louisiana, Ohio and Oklahoma to pilot a quality improvement project. This pilot project has already taken off within each of the four states and here is a summary of the exciting efforts already underway.

California:  The California Department of Health Care Services (Medi-Cal, California’s Medicaid agency) is leading the implementation efforts in California.  To successfully engage and enroll California’s Medicaid population in this project, WIC California, the California Department of Public Health, Covered California (California’s Health Exchange), Managed Care Organizations, and Medi-Cal are leveraging their existing efforts to help moms and parents enroll in Text4baby through online forms, social media, relevant applications, and patient interaction.  Additionally, Text4baby and the California Department of Public Health recently signed a partnership contract to integrate Text4baby into the Policies and Procedures for local jurisdictions and perinatal programs.

Louisiana: The Louisiana Department of Health and Hospitals – Medicaid has been a strong leader in the implementation of this project. Under their guidance the Managed Care Organizations (MCOs) have expressed interest in directly promoting the Text4baby service to their members through various enrollment channels and case management outreach. The synergy developed since the December 2013 kick-off meeting and the official launch of the Centering Louisiana project will support the reach of the Text4baby service within the Medicaid eligible population throughout the state.

Ohio: The Ohio Department of Medicaid (ODM) and a few representatives from Managed Care Organizations (MCOs) had a great kickoff meeting on February 24th. The focus of this meeting was to outline the CMS-Text4baby initiative’s content objectives and enrollment goals in Ohio and to start the development of an implementation plan.  The plan is to engage the 5 statewide Ohio MCOs, leveraging existing partnerships (e.g., Ohio Department of Health, other partners, etc.), and identifying other key organizations and programs (e.g. Ohio Perinatal Quality Collaborative) that could support in the promotion of this pilot.

Oklahoma: The Oklahoma Health Care Authority (OHCA) hosted a kick-off meeting for the project in January that included nearly 30 individuals representing the Oklahoma State Department of Health, March of Dimes, Oklahoma University Health Sciences Center, Family Expectations, Smart Start Oklahoma, Oklahoma-City-County Health Department, and others.  This meeting allowed participants to brainstorm how Text4baby enrollment could be incorporated in to existing programs at Oklahoma Health Care Authority and through other state and community partner organizations. Based on these discussions, the Oklahoma enrollment strategy will likely include leveraging existing partnerships (e.g., Oklahoma State Department of Health, March of Dimes, Family Expectations, Smart Start Oklahoma, WIC, healthy start, etc. ), and identifying other key community organizations and programs.

Applications were due on June 13, 2012; however, stakeholders have raised important issues since CMS announced the call for applications. In order to address these issues, CMS is revising the FOA and providing further clarifications, including extending the application deadline to allow applicants the time they need to develop innovative models in response to these changes.
